Jay Pfeiffer is the architect of Florida’s groundbreaking longitudinal student-data system, which was developed in 1984 to link multiple existing administrative data resources for accountability purposes. Pfeiffer has since provided consultation to Congress, state and federal agencies and private companies on the development of accountability systems and evaluation strategies for education, employment and training programs.
Dr. Laura Schwalm became the superintendent of the Garden Grove Unified School District in Orange County, California, in 1999 after serving the district as a teacher and administrator for thirty-four years. Under her tenure, the district has made great strides in improving student achievement among its diverse student population, which includes 80 percent non-native English speakers and sixty-five percent who receive free or reduced-price lunch. In September 2004, Garden Grove Unified School District received the Broad Prize for Urban Education, a $1 million award for the most outstanding urban school district in the nation.
